Renewable Energy Directive 2022 Review: EGEC position paper

Geothermal heating, cooling, permanent electricity supply, underground thermal storage, and sustainable lithium extraction are critical solutions to meeting the EU’s 2030 and 2050 targets to avert the climate crisis. The following enhancements are needed to the Renewable Energy Directive to unleash private flows into all geothermal energy applications:
• Financial Risk Mitigation Framework (Article 23)
• Harmonising licensing and permitting rules (Articles 15 and 16)
• Heat planning for large cities and rural communities (Article 23)
• Standardising Heat Purchase Agreements (Articles 16 & 23)
• Maximising the use of the energy stored below buildings (Article 15a)
• Creating a market for industry process heat decarbonisation (Article 22a)
• Definitions for renewable cogeneration and renewable district heating and cooling
systems (Article 2)
